Abstract
Waterbodies of the Republic of Tajikistan, used for hydropower generation, include rivers, lakes and other natural surface waterbodies located on its territory, as well as artificial reservoirs. Implementation of the unified state policy in the field of water resources management, determination of the main directions of water use and protection, as well as approval of the procedure of water resources use, approval of the schemes of integrated water use and protection, and control over the use and protection of waterbodies shall be performed by specially authorized state bodies in the field of regulation of water uses and protection of waterbodies. This Decree regulates the norms, rights and obligations of participants using waterbodies for hydropower needs. It shall not replace other acting rules, regulations and guidelines for the operation of hydropower facilities. All hydropower facilities must be provided with certificates containing the following information and data: (a) main parameters of the facility; (b) object designation; (c) main characteristics of the watercourse used for hydropower generation; (d) hydrological and meteorological characteristics of the water reservoir; (e) water balance and operation regime of the hydrosystem; and (f) composition and characteristics of hydraulic structures. The certificate of the hydraulic structure shall be drawn up by the design organization, the author of the hydraulic structure project and approved by the customer, the owner.
