Abstract
This Law regulates relations concerning activities of legal entities and individual entrepreneurs related to the management of radioactive waste, as well as ensuring the protection of the population and the environment from the harmful effects of radioactive waste. The basic principles of the state policy in the field of radioactive waste management shall be as follows: (a) priority of protecting the life and health of personnel, the public and the environment from the effects of radioactive waste in accordance with established radiation safety standards; (b) protection of the present and future generations and the environment from radiation risks; (c) delimitation of state control and management functions in the field of radioactive waste management; (d) implementation of state policy in the field of radioactive waste management through the development and implementation of a long-term state program for radioactive waste management; (e) ensuring a minimum level of radioactive waste generation; (f) prevention of uncontrolled accumulation of radioactive waste; provision of state supervision of radioactive waste management; (g) guaranteeing reliable isolation of radioactive waste from the environment in the process of substantiation of the safety of radioactive waste storage facilities; (h) storage of radioactive waste from waste generators for a limited time, with the following transfer to specialized enterprises for the management of radioactive waste in relation to current and probable future activities; (i) validation and optimization of protective measures to reduce existing or unregulated radiation risks; (g) prohibition of work on the disposal of radioactive waste to legal entities and individuals who supply and use radioactive substances and nuclear facilities, or as a result of activities that generate radioactive waste; (h) ensuring and maintaining the security of an effective management system; (i) international cooperation in the field of radioactive waste management; and (j) research activities in the field of radioactive waste management. Mandatory state registration shall be applicable to radioactive waste, radioactive waste disposal sites and temporary storage facilities of radioactive waste. This Law consists of 9 Chapters divided into 30 Articles. Chapter I lays down general provisions. Chapter II regards state regulation in the field of radioactive waste management. Chapter III establishes the duties of legal persons and individual entrepreneurs in the field of radioactive waste management. Chapter IV regards state registration of radioactive waste and radioactive waste storage facilities. Chapter V establishes the procedure for radioactive waste management. Chapter VI establishes the procedure for location, projecting, construction and putting in operation of radioactive waste management facilities. Chapter VII regards legal regime of territories destined for radioactive waste management sites. Chapter VIII regards state social guarantees for staff performing radioactive waste management. Chapter IX lays down final provisions.
