Abstract
This Law defines the legal, financial, and organizational foundations for providing targeted social assistance to poor citizens (families) and is aimed at improving their social situation. The criteria for considering the people in need shall be established if the level of the index is below the established minimum well-being of the citizen (family). Poor citizens (families) shall be considered citizens (families) who are recognized as poor in accordance with the procedure established by the national regulatory legal acts. The purpose of providing targeted social assistance shall be as follows: (a) to contribute to reducing the difficult living conditions and supporting poor citizens (families) whose minimum income is below the minimum needs; (b) creating conditions that provide poor citizens (families) with high opportunities for them to raise their standard of living; (c) strengthening social support for poor citizens (families); (d) reducing the poverty level of the population; and (e) effective use of budgetary and non-budgetary funds. The main principles of targeted social assistance are: (a) access to targeted social assistance for poor citizens (families); (b) considering the appeals of poor citizens (families) and determining their needs for receiving targeted social assistance; (c) gradually lifting poor citizens (families) out of poverty; and (d) targeted use of the allocated funds by distributing them to the poor citizens (families). Poor citizens (families) whose income is below the minimum living standard are entitled to receive targeted social assistance.
