Law No. 1506 “On grain and products of its processing”.

This Law defines the legal, organizational and economic basis for the circulation of grain and products of its processing, quality requirements for grain destined for food, as well as for animal feeding and seed production in the Republic of Tajikistan. Grain classification is carried out on the basis of a set of biological and technological indicators in accordance with the standards and technical regulations regarding grain and products of its processing. The objectives of this Law shall be as follows: (a) reducing consumer dependence on the external grain market, achieving a balance between the required and actual levels of grain production; (b) the establishment of the legal framework of the state control system of the turnover of grain and products of its processing in order to create favorable conditions for economic entities; (c) promotion of commercialization, the turnover of grain and products of its processing, the development of the grain market and the formation of a competitive environment; (d) establishing the order of quantitative and qualitative accounting of grain and its products; and (e) assistance in optimizing the production structure of grain by adaptation thereof to the climatic conditions and market conditions, improving the production technology, storage and sale of grain and products of its processing. The circulation of grain and products of its processing shall be based on the following principles: (a) guaranteed interests of citizens and environmental protection; (b) efficiency and free competition in the production of grain and products of its processing; (c) accounting and reporting in the production of grain and products of its processing; (d) the use of modern technologies for the production of grain and products of its processing; (e) informational transparency regarding the turnover of grain and products of its processing; (f) forecasting and planning for the production of grain and products of its processing; and (g) ensuring compliance with standards and technical regulations, labor safety and environmental protection requirements. Sowing of grain shall be performed with the consideration of selection achievements, zoning of its varieties, as well as a complex of modern agrotechnological measures. This Law consists of 6 Chapters divided into 34 Articles. Chapter 1 lays down general provisions. Chapter 2 regards circulation of grain and products of its processing. Chapter 3 regards state regulation and support of circulation of grain and products of its processing. Chapter 4 regards quality of grain and products of its processing. Chapter 5 regards state reserves of grain and products of its processing. Chapter 6 lays down final provisions.
