Law No. 1866 “On state support of agro-industrial sector”.

This Law defines the organizational, legal, and economic foundations of state support for the agro-industrial complex and is aimed at its regulation and sustainable management. Agro-industrial complex shall be intended a set of economic sectors that include the production, preparation, storage, transportation, processing and sale of agricultural products, as well as production and service infrastructure, scientific support, training and retraining of specialists. State support for the agro-industrial complex is based on the following principles: (a) ensuring food and environmental security; (b) legality; (c) prioritizing the development of sectors of the agro-industrial complex; (d) transparency of activities; (e) protecting the domestic market from unfair competition; and (f) operational efficiency. State regulation of support for the agro-industrial complex is carried out with the aim of ensuring food security, product market stability, and the formation of a productive agricultural business system, supporting domestic producers, light and food industries, and improving the living standards of the population by creating conditions for the development of plant breeding, livestock breeding, poultry farming, fishfarming, processing of agricultural raw materials, introducing modern equipment and technology, and developing socio-engineering infrastructure. State regulation of lending to priority sectors of the agro-industrial complex is carried out at the expense of the state budget or credit institutions. Ensuring veterinary, sanitary and phytosanitary safety in the sectors of the agro-industrial complex is carried out by the authorized state body in the field of food safety in accordance with the requirements of the national legislation. Monitoring of the land reclamation status of irrigated lands of the agro-industrial complex is carried out by the authorized state body in the field of land reclamation and irrigation.
