Law No. 213 “On water users’ association”.

This Law regulates legal basis of the organization, functioning and management of water users’ associations as non-commercial organization with the scope of operation and maintenance of irrigation systems for public interest. The Act consists of 6 Sections divided into 25 articles: (1) general provisions; (2) setting up and liquidation of water users’ associations; (3) legal status of water users’ association; (4) management of water users’ association; (5) property of water users’ associations; and (6) conclusive provisions. Water users’ associations shall carry out the following main tasks: (a) conclusion of water supply contracts; (b) management of irrigation systems; (c) waterworks servicing; (d) registration of water abstraction amount and water quality evaluation; (e) improvement of land reclamation; and (f) dispute settlement.
