Abstract
This Law establishes the basic principles, methods and mechanisms of formation, management and regulation of the state material reserve. State material reserve shall be intended special reserves of strategic materials and goods, reserves of material assets provided to ensure mobilization and urgent work during liquidation of the consequences of emergency situations, providing support to various sectors of the state economy and organizations, providing humanitarian assistance and regulatory influence on market. Minimum reserve shall be intended a constantly maintained volume of the stock of material assets of the state reserve, determined by the Government. The state reserve is intended for: (a) ensuring mobilization needs; (b) ensuring urgent work during liquidation of consequences of emergency situations; (c) providing state support to various sectors of the national economy and organizations in order to stabilize the economy, in case of temporary disruptions in the supply of raw materials and fuel and energy resources, food in the event of a disproportion between supply and demand on the domestic market; (d) provision of humanitarian assistance; and (e) providing regulatory influence on the market. Orders for the supply of material assets to the state reserve are placed in organizations of various organizational and legal forms. The state customer for the supply of material assets to the state reserve is an authorized state body. Organizations carrying out responsible storage of material assets of the state reserve carry out storage, refreshment, replacement and release of material assets of the state reserve in the manner established by the Government. Information about the volume of accumulation, placement, delivery of goods, stowage, refreshment and actual reserves of the state reserve is a state secret, the disclosure of which entails liability in the manner established by the national acting legislation. This Law contains 6 Chapters divided into 20 Articles. Chapter 1 lays down general provisions. Chapter 2 regards organization of supplies of material assets to state reserve and its placement. Chapter 3 establishes the procedure for delivery to and release of material assets from state material reserve. Chapter 4 establishes property liability. Chapter 5 regards accounting and reporting. Chapter 6 lays down final provisions.
