Law No. 33 on energy.

The Law consists of 4 Sections composed of 20 articles dealing with the following matters: 1) general provisions (sect. 1, arts. 1-3); 2) the state regulation in the sphere of energy (sect. 2, arts. 4-9); 3) the particulars of activity in the energy sector (sect. 3, arts. 10-18); 4) the state energetic inspection and liability (sect. 4, arts. 19-20). The purpose of the present Law shall be the legal regulation in the energy sector in conformity with the market, institutional and information mechanisms, and also ensuring the development of energy sector and the protection of the consumers of energy (art. 1). The purposes of the state policy in the energy sector shall be: 1) reliable and qualitative energy supply; 2) energetic safety of the state; 3) environmental protection against adverse effects of the development of energy sector (art. 4). Activity in the energy sector shall be carried out in conformity with licences issued by the Ministry of Energy (art. 5). The Government shall carry out the state supervision over the utilization of renewable and non-renewable energy resources (art.6). Electric power stations, thermoelectric power stations, bulk power supply, gas service pipes, oil and gas pipelines can be granted in concession by the Government (art. 16). The state energetic inspection shall ensure the observance by legal and natural persons of the established norms and standards in the energy sector (art. 19).
