Law No. 44 “On promoting employment.”

This Law regulates social relations regarding employment and establishes the legal, socio-economic and organizational foundations of state policy in this direction, including state guarantees for the implementation of the constitutional rights of citizens of the Republic of Tajikistan to work and social protection from unemployment in a market economy. The state guarantees the implementation of a policy to promote full productive and freely chosen employment, aimed at creating conditions for the realization of citizens' rights to work. The following categories of citizens provide themselves with work, including entrepreneurs of small and medium-sized businesses, persons engaged in entrepreneurial individual labor activities without forming a legal entity, members of production cooperatives, dehkan (peasant) farms and members of their families who received land plots, have personal subsidiary plots and sell products according to the Agreement concluded in accordance with the legislation, participating in the production of agricultural products, as well as family members helping them. Citizens engaged in self-employment and working on personal subsidiary land plots are subject to all guarantees of social security, subject to mandatory deduction of insurance contributions from income received to the authorized state body in the field of social insurance and pensions in accordance with the regulations of the Republic of Tajikistan. Citizens shall have the right to receive agricultural extension services and financial support in organizing self-employment and small businesses.
