Law No. 482 “On state social order.”

This Law establishes the legal basis, principles, procedure for the formation, placement, financing and implementation of the state social order by natural persons and legal entities, regardless of ownership and organizational and legal forms. State social order shall be intended economic and legal form of implementation of social programs and projects aimed at solving social problems at the national and local levels, provided at the expense of the state budget, as well as funds raised by concluding an agreement between the state social customer and the contractor. State social needs identified in social programs and projects, objective needs in the fields of science, education, culture, healthcare, social protection and employment, physical culture and sports, nature and environmental protection, state youth policy, work among women, strengthening the family, promoting solutions demographic problems, gender policy and support for other socially significant areas of activity. State social customer body of state power and its structures, which are entrusted with the responsibility to carry out measures to select a contractor, conclude an agreement between the parties, finance and control the execution of the state social order. This Law is aimed at ensuring the effective and targeted use of budgetary and raised funds, solving problems of social significance, promoting the improvement of the standard of living of citizens, as well as attracting natural persons and legal entities to this activity, regardless of ownership and organizational and legal forms, and broad public. The state social order is formed and placed on the basis of the following principles: (a) financing of the social order from budgetary funds; (b) effective and targeted placement and use of state budget funds, as well as raised funds; (c) priority selection of the most significant social tasks; (d) compatibility of budgetary and additional extra-budgetary financing; (e) conducting a competitive selection of executors of the state social order; and (f) equal and free access to information for applicants wishing to implement the state social order.
