Abstract
This Law, defining the purpose and content of state forecasts, concepts, programs for the socio-economic development of the Republic of Tajikistan and its regions, establishes the legal and organizational basis for the procedure for their development, consideration and approval. State forecasts of socio-economic development of the Republic of Tajikistan represent a scientifically based hypothesis about the likely future socio-economic, scientific, technical, environmental and foreign economic relations development of the country and its regions, include indicators (parameters) characterizing this state. The Government of ensures the development of state forecasts for the national socio-economic development for the long, medium and short term. Forecasts of the national socio-economic development: (a) are developed for the country as a whole, by sector, including the public sector, by industry and region; (b) are based on demographic, environmental, scientific and technical forecasts, as well as on forecasts for the development of sectors, industries and regions; (c) include options developed taking into account the likely impact of objective factors, priorities of state social and economic policy, measures of state regulation of the economy, social sphere, stages of their implementation; (d) include quantitative indicators (parameters) characterizing the rate and proportions of economic growth, the dynamics of production and its structure, volumes of production and consumption of goods (work, services) by industry and main product groups, the level and nature of the use of gross domestic product, scientific results -technical progress, the level of employment and quality of life of the population, the environmental situation and social structure of society, the development of education, healthcare, culture, the creation of information facilities, the development of other sectors of social infrastructure. The long-term forecast of socio-economic development of the country is developed by the Government for a period of fifteen years and is adjusted by it once every five years. The forecast for the socio-economic development of the country for the medium term is developed by the Government for a period of five years or three years, distributed by year and adjusted annually. The Government develops a forecast for the socio-economic development of the country for the short term for a period of one year as part of a medium-term forecast for three years. Medium term forecast envisages nature protection and increasing environmental efficiency.
