Abstract
This Law primarily addresses the issue of the moratorium on inspections of business activities. Its stated objective is to establish a legal framework for the temporary suspension of certain powers of state authorities regarding inspections of business entities, with the exception of tax inspections. This Law aims to protect the legal rights and interests of citizens while fostering a conducive environment for entrepreneurship. The Law outlines specific circumstances under which inspections may still be conducted, including state regulation of essential goods pricing, directives from the Government, requests from business entities during liquidation, and formal requests from law enforcement agencies in the presence of criminal cases. It emphasizes the need for compliance with legal standards and establishes the role of the Coordination Council for the activities of inspection authorities as a consultative body to oversee the implementation of the moratorium. The implementation of the moratorium will involve monitoring by designated state authorities, with reports submitted to the Government following the moratorium's conclusion. The document also specifies that disputes related to the moratorium's application will be resolved by the Coordination Council or through the judiciary, as per the established legal framework. Additionally, it highlights the accountability of individuals and legal entities for non-compliance with the Law, ensuring that enforcement mechanisms are in place to uphold the moratorium's provisions.
