Law No. 649 “On state regulation of the manufacturing and turnover of certain types of petroleum products.”

This Law regulates social relations arising in the process of manufacturing and circulation of certain types of petroleum products: gasoline (except for aviation), diesel fuel and fuel oil. Manufacturer of petroleum products shall be intended an oil and gas processing organization that has a license to produce and sells petroleum products in accordance with the law. State regulation of the manufacturing and turnover of certain types of petroleum products is carried out by the Government and the authorized state body. Other government bodies also have the right to regulate certain issues of manufacturing and circulation of petroleum products within their competence established by this Law and other national regulatory legal acts. State regulation of the manufacturing and turnover of petroleum products includes: (a) licensing of activities for the production of petroleum products; (b) establishment of minimum production volumes of petroleum products, subject to approval by the government agency in the field of energy of volumes of oil and gas condensate supplies; (c) exercising control over the circulation of petroleum products in accordance with the competence of the Government, the authorized body and other government bodies, as well as by monitoring through a unified database of the manufacturing and circulation of petroleum products, introducing accompanying invoices and establishing a declaration procedure; and (d) control over the quality of petroleum products. Petroleum products shall be manufactured: (a) on equipment that meets the relevant requirements of regulatory documents on standardization and ensuring the uniformity of measurements; (b) in case of availability of manufacturing certificate; and (c) in the presence of control metering devices that provide automated transmission to the authorized body of information on the volume of production and sale of petroleum products. Persons engaged in the manufacturing and (or) sale of petroleum products are required to submit to the authorized body declarations on product balances and (or) volumes of petroleum products turnover. Manufacturers of petroleum products, oil suppliers and persons selling petroleum products from deposits are required to provide the authorized body with information for monitoring. Transportation of petroleum products is permitted by specially equipped vehicles approved for transportation in accordance with the requirements for the transportation of dangerous goods and the rules of technical operation.
