Abstract
This Law defines the main directions of state policy in the field of food security as integral part of state security, in accordance with generally accepted international principles and norms. Food security is a state of the national economy in which the domestic production output ensures food security of the country and guaranteed physical accessibility required for an active and healthy life, ensuring demographic growth. Food security and independence shall be ensured by a set of measures undertaken by public authorities aimed at creating guarantees of food accessibility for the population at optimal consumption rates, which are based on their availability mainly due to the national production. The main areas of ensuring food security and independence shall be as follows: (a) establishment of a list of basic foodstuffs; (b) ensuring the physical and economic accessibility of basic foodstuffs; (c) ensuring the production of agricultural raw materials and finished food that meets the requirements of technical regulations, standards and rules; (d) ensuring safe imports in accordance with the requirements of technical regulations, standards and rules; (e) activization of international trade, including the balance of exports and imports; (f) implementation of an effective agrarian policy; (g) organization of the operational procurement, delivery and distribution of basic foodstuffs for the population in the event of a food crisis or the threat of its occurrence; (h) monitoring the state of food and agricultural raw materials market; and (i) promotion of information and communication technologies in the trade in food and agricultural raw materials. Basic principles of ensuring food security shall be as follows: (a) ensuring equal access to the food market of organizations and enterprises, regardless of legal and organizational forms thereof; (b) preventing the reduction of the achieved level of food security at the state level; (c) provision of state support to domestic producers of agricultural products, raw materials and foodstuffs on a competitive basis; (d) program-target method for the formation of food resources; (e) making management decisions based on monitoring in order to form and maintain a balance in the domestic food market; (f) promoting the role of non-profit, sectoral and other organizations in the production, supply and processing of agricultural commodities, raw materials and foodstuffs; (g) openness of information on the state of the food market; (h) full harmonization of requirements for food products; (i) conformity of the quality of produced, imported and sold food products with the requirements of legislation on food safety; (j) formation, updating and replenishment of state resources of food products, regardless of the impact of internal and external factors; (k) organization of effective agricultural production on the basis of targeted use and management of natural resources in order to provide the population with food, and industry with agricultural raw materials in the amounts necessary for sustainable economic growth and social development of the country. The main measures of state support shall be as follows: (a) development of the material and technical base of agricultural producers, taking into account the efficiency of land reclamation and irrigation facilities through the leasing of agricultural machinery and equipment; (b) financing of programs for scientific support of the development of the industry, improvement of the organizational and economic mechanisms for the functioning of agricultural and processing organizations for the development of seed production, growing seedlings, selection of agricultural plants, pedigree business, poultry farming; (c) promoting the use of advanced technologies for the production, processing, storage and rational use of foodstuffs; (d) assistance to the creation of modern facilities of wholesale trade (distribution centers, wholesale food markets and complexes); (e) formation of an effective system of product distribution of agricultural commodities, raw materials and foodstuffs from producers to the final consumer; (f) development of transport and warehouse infrastructure of food wholesale; and (g) scientific support for monitoring of food security and the implementation of other measures stipulated by law. This Law consists of IV Chapters divided into 18 Articles. Chapter I lays down general provisions. Chapter II establishes competence of state bodies for ensuring food security. Chapter III regards food security information support. Chapter IV lays down final provisions.
