Law No. 870 “On coal”.

This Law regulates legal, financial and organizational basis of coal industry and relations between natural and legal persons in this sphere. This Law shall be applicable to exploration, mining and processing of coal. Organizations of coal sector, irrespectively of the form of ownership, shall be granted state financial support in the following fields: (a) coal industry and manufacturing of alternative coal-based fuels; and (b) renewal of coal processing facilities. State regulation of coal quality and rational management of coal deposits shall be performed in the form of application of standards and technical norms to coal and coal-based products. Coal mining projects must pass state geological, ecological, economic and engineering expertise. Coal used for heating of residential and industrial facilities must comply with technical standards applicable to fuels.
