Abstract
This Law defines public relations for the organization, regulation and control of trade and consumer services, as well as the creation of the necessary conditions for trade and consumer services in order to meet consumer demand for goods, performance of work, and provision of consumer services in the national territory. It regulates the relations of local government bodies and business entities related to the organization and implementation of trade and consumer services, as well as the relations of business entities in trade and consumer services. In particular, this Law shall be applicable to food products in natural or processed form that are in circulation and consumed by humans as food (including infant food, dietary food products), bottled drinking water, alcoholic beverages, beer, juices and soft drinks made on their basis, chewing gum, food additives, public catering facilities and agricultural commodities markets. Trade and consumer services are based on the following principles: (a) ensuring food security; (b) validity and objectivity of measures of state regulation of trade and consumer services; (c) protection of the national market for consumer goods and services from low-quality and counterfeit products; (d) protection of the rights and legitimate interests of trade subjects and citizens; (e) ensuring the free movement of consumer goods and services on the national territory; and (f) state support for enterprises of public catering and consumer services. This Law contains 7 Chapters divided into 25 Articles. Chapter 1 lays down general provisions. Chapter 2 regards governance in the field of regulation of trade and consumer services. Chapter 3 lists trading facilities, establishes particulars of trade and consumer services organization, categories and location thereof. Chapter 4 establishes basic requirements for trade entities related to organization and performance of trade and consumer services. Chapter 5 establishes the procedure for serving separate categories of consumers, pricing and the list of socially important categories of goods and services. Chapter 6 regards formation of state information resources in the sphere of trade and consumer services. Chapter 7 lays down final provisions.
