Law No. 954 On prevention of domestic violence.

This Law establishes the legal framework for preventing, identifying, and addressing violence within the family. It defines domestic violence broadly to include physical, psychological, sexual, and economic abuse, as well as neglect, committed by one family member against another. The Law aims to protect the family as a fundamental unit of society, safeguard human rights and freedoms, promote zero tolerance of domestic violence, and address the underlying causes and conditions that enable such behavior.
The Law clearly outlines the rights of victims and the responsibilities of state bodies and other actors involved in prevention. Victims are entitled to free medical, psychological, legal, and social assistance, compensation for harm, temporary shelter, and access to protection orders. A wide range of institutions—including the Government, local authorities, law enforcement agencies, health and education bodies, social protection services, child protection commissions, community organizations, and employers—are assigned defined roles in prevention, assistance, awareness-raising, and coordination.
The Law introduces individual preventive measures such as educational interviews, administrative detention, and protective orders issued by internal affairs bodies, which may restrict contact with victims and impose behavioral conditions on perpetrators for up to 30 days, extendable to 60 days. It also governs the operation of assistance centers, rehabilitation units, and trust hotlines, and establishes rules on confidentiality, liability for non-compliance, and funding mechanisms. The Law emphasizes prevention, victim safety, and accountability as core principles of state policy on domestic violence.
