Abstract
Medium-term Development Program of the Republic of Tajikistan for 2021-2025 is a nationwide policy document aimed at achieving the goals and strategic priorities and consistent implementation of reforms, minimizing the impact of external and internal risks, increasing the competitiveness of the national economy and welfare of the population of the country, reduction of social and gender inequality in society and ensuring environmental sustainability and adapting the economy countries to climate change based on the principle of "green" economy.
The highest goal of the long-term development of Tajikistan is improving the standard of living of the population of the country based on sustainable economic development.
Strategic goals of the Program shall be to ensure energy independence and efficient electricity use, food security and access of the population to quality foodstuffs by strengthening the role of agrarian sector, accelerated industrialization of the country and expansion of productive employment. Particular attention shall be paid to the development of “green” and digital economy, construction of hydroelectric power plants of various capacities, generation of electricity from other renewable energy sources (solar and wind) in high-mountainous and favorable areas.
Environmental, economic and social aspects of "green" economy, along with reducing the negative impact of irrational use of non-renewable natural resources on climate, promoting resource saving and low-waste economic development based on the use of financial leverage and green investment in technology; promotion of education and science to ensure high incomes, environmental protection and improvement of the efficiency of energy and natural resources, which allows to restore and increase natural national patrimony of the country. Another important aspect of the “green” economy is the increase of production and processing of environmentally friendly (organic) agricultural products. Tajikistan has great potential for organic agriculture and the export of such products. Realizing this potential requires: (a) increase of the area of greenhouses, orchards and vineyards and increase of productivity of agricultural commodities; (b) stimulating sericulture by providing preferential loans, continuous growth of mulberry trees and improvement of the legal framework for their possessions; (c) introduction of "green" technologies and "green" infrastructure in agro-industrial production; (d) construction of refrigerated warehouses, transport and logistics centers and the introduction of the principles of "green" trade; and (e) creation of large agro-industrial clusters in the regions of the country for processing of agricultural raw materials to final products - confectionery, chocolate and marmalade, juices and canned vegetables, fruits and meat and dairy products, sausages, cheese and other local dairy products.
The following features can be used as new sources of development of the agricultural sector: (a) conducting an inventory of lands of all categories in order to introduce land cadastre in the country and further targeted and effective use of land resources; (b) improving the structure of seed farms and increasing their capacity and efficiency through consolidation to ensure farms with high-quality reproductive seeds, breeding plants and animals; (c) creation of large agro-industrial clusters in the regions of the country for complete processing of grapes, fruits, oilseeds and other agricultural commodities, creation meat and dairy farms, creation of intensive orchards and refrigeration logistics centers; and (d) development and stimulation of fishfarming (aquaculture) in order to increase fish production in the country.
Improving food security and food quality through the application of the principles of organic farming and principles of “green” trade through: (a) introduction of best agricultural practices in agricultural production (International Global G.A.P.); (b) introduction of "green" technologies and "green" infrastructure in agro-industrial production; (b) creation of an effective risk management system and organization of food safety and nutritional products monitoring; (c) coordination of activities of relevant departments in the field of agricultural economy, health, social protection to improve food quality and consumer composition of the population; (d) taking the necessary measures to improve the access of the population to food, strengthening programs of social assistance and child nutrition, building up government food stocks and state grain food fund; (e) increasing the area of orchards and vineyards and increasing productivity of agricultural products; and (f) creation of small enterprises for the production of oils from alimentary, medicinal and ornamental crops (flax, sea buckthorn, black cumin, apricot) in mountainous and foothill areas.
Active policy on labor market is aimed at stimulation of business entities to create jobs and ensuring the productive use of labor resources, including application of digital technologies for employment, diversification and improvement of the quality of labor migration processes and development of targeted programs of state employment agencies for target and vulnerable groups of the population - single mothers, young people, people with disabilities, also through organized groups of mutual assistance.
