Ministerial Decree No. 464 validating the Regulation on environmental impact assessment.

This Ministerial Decree establishes common approach to organization and performance of possible environmental impact assessment (EIA). The purpose of EIA shall be prevention or mitigation of negative environmental impact of the projected activities. Basic principles of EIA shall be: (a) assumption of potential ecological hazard to environment of the projected activity; (b) obligatoriness of fulfillment of the national EIA procedure; (c) preventiveness; (d) objectivity; (e) alternativeness (including rejection of the projected activity); (f) complexity (examination and consideration of environmental, social and technological impact); (g) openness; (h) consideration of public opinion; (i) scientific substantiation; and (k) reliability and completeness of information.
