Abstract
National Strategy to reduce consumption of ozone-depleting substances for the period of 2015-2020 has as its goal assistance to the country in fulfilment of its commitments related to HCFC phase-out. Although the country consumes a relatively small amount of HCFC refrigerants used exclusively in the refrigeration servicing sector, the country's geographical location provides for wide access to HCFC refrigerants and HCFC-containing equipment to cover the country's growing demand for them and to carry out transit shipments to various countries of Central Asia and to the CIS countries as a whole. In view of the foregoing, it becomes obvious that special emphasis should be placed on improving regulatory and customs control and law enforcement measures, as well as on increasing the capacity of servicing refrigeration equipment, which have some defects to one degree or another. The regulatory framework includes provisions for compliance with quotas for the import of ODS, which was successfully applied to reduce ODS specified in Annexes A and B of the Montreal Protocol. The annual volume of imports is determined by the national quota, reviewed annually on the basis of MP control measures. The applicant must submit a report on each import transaction within the quota - this process is controlled by the Customs Service.
