Abstract
National Action Plan for Hygiene of Environment is a multisectoral policy document aimed at the development of modern policy in the field of environmental protection and the structure of management of healthcare enabling the population to live in favorable social and physical environment. It pursues two goals: (a) protection of public health and welfare of the population; and (b) environmental protection.
The main objectives of National Action Plan for Hygiene of Environment shall be as follows: (a) assessment of environmental impact on the population, including climatological, geographic, socio-economic and other particulars; (b) to identify the areas most affected by natural and human-induced pollution and, therefore, the most possible negative impact on public health indicators; and (c) to identify the leading environmental factors that have a significant negative impact on human health.
The policy of the Republic of Tajikistan in the field of environmental protection is aimed at ensuring the priority of environmental interests of the Republic of Tajikistan with the consideration of scientifically grounded combination of the economic activities and ecofriendly attitude, rational nature management and protection of human right to healthy and favorable environment. The Republic of Tajikistan proceeds from the need for broad and effective international cooperation with a view of conservation of the nature of the Earth and establish a universal and complete environmental security of the world community. It also ensures the right of citizens to access information on environment and public health. Effective public relations and active dissemination of information are essential elements for the development and implementation of policies in the field of environment and public health. The Government shall promote scientific research and monitoring of environmental factors.
Expected results: (a) by 2005, all people should have access to adequate potable water supply systems, while pollution of surface water and groundwater shall not pose a threat to human health. The exposure of the population (through potable water) to toxic chemicals and chemical formulations of industrial and agricultural origin shall be reduced; (b) by 2005, to achieve maximum reduction of emissions in the atmospheric air and to reduce the content of hazardous substances in it to the maximum permissible concentrations levels. Ensure food safety in every process and in every section of the production and distribution chain of foodstuffs - from the original producer to the consumer, and to improve knowledge of the population regarding food security and food quality control issues. To ensure by 2005 prevention of soil pollution by hazardous and solid waste and to ensure polluted soil rehabilitation. Limit the effects of natural disasters, prevent and limit the consequences of major industrial and nuclear accidents and ensure mechanisms for the preparedness for disasters and timely response thereto nationally and internationally.
