Abstract
The scope of the Strategy is to create prerequisites and necessary conditions for the most complete realization of the natural abilities of women in all spheres of social life in order to ensure sustainable development of society. Its significance increases as the political system of society improves and democratic institutions and civil society institutions develop.
The Strategy should serve as a tool for the formation of state gender policy and control by civil society over its implementation. The Strategy attempts to take into account the real diversity of initial conditions, interests, traditions, and behavioral attitudes of various groups of men and women with different incomes, education, marital status, national, cultural, and other characteristics.
The Strategy pays special attention to the mechanisms of the social state and civil society, cooperation between the authorities and public organizations based on initiative, self-activity and self-government of citizens of both sexes in solving socio-economic problems.
The Strategy is aimed at providing assistance in training specialists on the problem of gender equality, gender issues, capable of conducting work on: (a) development of national policy from the position of gender balance; (b) implementation of women's rights in the context of human rights; (c) increasing the influence of women in decision-making at all levels and on all issues; ensuring equal rights for women in the labor market; protecting women's health; preventing violence against women; interaction with the third sector, i.e. training specialists on gender issues in the sphere of public interaction, cooperation between the Government of the Republic of Tajikistan, ministries, departments and women's public associations on an ongoing basis, thereby including them in joint management in solving socially significant problems.
The Strategy is based on the state-public principle, according to which: (a) the development and implementation of the Strategy is carried out on the basis of broad public consensus; and (b) the activities envisaged in it may be carried out both on a state, and on a state-public, or public basis.
The main goal: to achieve parity representation of women and men in executive and representative bodies, at all levels of government.
The Strategy sets forth the following actions to be taken: (a) to ensure the formation of gender-oriented budgets to meet the practical and strategic needs of gender groups; (b) to achieve women’s participation in decision-making at all levels, to promote the formation of new moral standards aimed at the broad involvement of women in social movements, and the participation of women in representative and executive bodies of power at all levels; (c) to organize the training of women for participation in political, state activities and management; to develop appropriate programs for the training and retraining of women, and also to form a reserve of women to work in government bodies at various levels; (d) to regularly collect, analyze and disseminate statistical data on the participation of men and women in state and public life at all levels; (e) to ensure women's access to all types of activities in the civil service, not limited to the sectors in which women are traditionally employed (education, health care, social services); (f) to provide support for the activities of women's, youth, trade union and other organizations that take initiatives to improve the status of women and nominate capable and professionally competent women to various government bodies at all levels; and (g) to hold public hearings on the issue of quotas for women in civil service, elections to local and higher legislative bodies.
