Abstract
The goal of the National Strategy and Action Plan for conservation and rational use of biodiversity in the Republic of Tajikistan shall be to ensure sustainable development, socio-economic and ecological stability of the nature and the society. The main objective of the National Strategy and Action Plan is conservation and sustainable management of biological diversity and conservation of ecosystems for sustainable socio-economic and social and environmental development of the Republic of Tajikistan.
The objectives of the National Strategy and Action Plan shall be as follows: (a) integrated socio-economic assessment of national biological resources; (b) restoration and conservation of genetic fund of plants and animals; (c) in situ and ex-situ biodiversity conservation; (d) ensuring national biosecurity; (e) sustainable use of biological resources to eradicate poverty and increase the welfare of the population.
National principles for the development and implementation of the National Strategy and Action Plan shall be set forth as follows: (a) decisions are based on qualified research, experience and information with the consideration of social and economic problems; (b) access or transfer of appropriate technologies should help protect the environment and its sustainable use; (c) active public participation and support for conservation of biodiversity with the involvement of various groups of the population; (d) strengthening of public awareness activities; (e) responsible implementers of the Strategy should coordinate their actions within and between projects; (f) implementation process of the Strategy should be “transparent” with easy and clear access to information, including financial information; (g) activities must be effective, including cost; (h) activities must integrated and be continuous - with the continuation of the various stages; (i) when carrying out activities, appropriate technologies and methodologies should be used; (j) the area and condition of natural ecosystems should be maintained and restored; (k) priority should be given to endemic species; and (l) where possible, activities should be based on local traditions and knowledge.
Within the framework of the National Strategy and Action Plan shall be performed the following arrangements: (a) improvement of scientific research basis for conservation of biodiversity and ensuring biosecurity; (b) in-situ and ex-situ conservation of biodiversity; (c) biological monitoring; (d) restoration of degraded ecosystems; (e) sustainable use of biological resources; and (f) improvement of legal framework in the field of biodiversity.
Adoption of the National Strategy and Action Plan for the coming 5 years creates objective prerequisites for enforcement of obligations related to Convention on Biological Diversity.
