Abstract
The National Water Strategy defines the basic principles of state policy in the field of use and protection of water resources, strategic guidelines for long-term comprehensive integrated water resources management, the main areas of activity for the use and protection of water resources, taking into account the interests of all water users and the prospects for the socio-economic development of the country, protection from the negative impact of water in a changing climate.
The National Water Strategy provides for the adoption and implementation of decisions on improving the current water legislation, the institutional structure of water resources management, planning, use and protection of water resources in river basins, water conservation, prevention of negative impacts of water, increasing investment activity and financing of the water sector, improving information support for the water sector, restoring and constructing water management and sanitary infrastructure, increasing the level of safety of waterworks and creating conditions for effective interaction between participants in water relations.
Water resources in the national territory are mainly used for drinking water supply, agriculture, hydropower, industry, fisheries, recreation and the environment. The priority type of water use is drinking water supply. Ensuring protection from the negative impact of water includes reducing risks and minimizing damage, ensuring reliability of waterworks, regulation and regulation of economic use of territories. Of paramount importance is the development of monitoring, including forecasting and prevention of dangerous hydrological phenomena.
Tajikistan conducts its water policy and diplomacy in accordance with regional and global trends based on principles and norms recognized by the country. At the same time, the country's water policy takes into account national interests and, for its effective implementation, carries out appropriate reforms of the water resources management system based on the introduction of integrated and basin management, taking into account the interests of all stakeholders. Ensuring the right of every person to safe drinking water and sanitation, guaranteed supply of water to all water users, transition to integrated water resources management based on basin water resources management, inclusive, affordable, climate-resilient and adaptive water infrastructure and ensuring economically sustainable and environmentally sound water resources management are the main principles in promoting water policy at the national level. The right and equal access of every person to clean drinking water and sanitation, priority of drinking water supply, sanitation and hygiene, integrated water resources management based on river basin management and achieving economically sustainable and environmentally sound water resources management, an inclusive approach are the main principles in promoting water policy at the national level.
The priority directions shall be as follows: (a) development and adoption of by-laws and regulatory documents, arising from water legislation; (b) division of economic functions in the sphere of water supply and sanitation; (c) strengthening the potential of executive bodies of state power that regulate and control the use and protection of water resources; (d) development of basin plans for water resources management that take into account all aspects of the use and protection of water resources, including climate change and disaster risk reduction; (e) development of standards for permissible impact on waterbodies, taking into account regional features and individual characteristics of waterbodies; and (f) conducting state monitoring of waterbodies.
