Abstract
Program for the Development of the agricultural processing industry in the Republic of Tajikistan for the period of 2015-2020 is a multisectoral policy document aimed at the development of agricultural processing industry as a priority sector of the national economy and poverty reduction in the country. Agricultural processing industry includes large and small businesses in the food industries: canned food, wine - vodka products, soft drinks and beverages, tobacco, confectionery, meat and dairy products, flour milling, breadstuffs, and salt production, which provide the population with foodstuffs and enterprises of the industry with raw materials of local production.
The goal of the Program is to increase production output of agricultural commodities to fully satisfy the needs of the population of the country with foodstuffs, ensure guaranteed food security and increase the export potential of the country.
In accordance with the goal of the Program, the following tasks are planned to be performed: (a) improvement of legislative framework; (b) modernization and equipping of existing business facilities with modern equipment and advanced flexible technology; (c) construction of manufacturing facilities producing modern containers and packaging materials; (d) development and introduction of new types of foodstuffs; (e) ways of development of raw material base and their reserve sources; (f) financial and credit policy, creation of modern structures contributing to the management of development; (g) methods of regulation of sectoral markets; (h) stimulation of the development of processing industry; and (i) coordination of activities of ministries and departments for the implementation of the Program.
Considering the improvement of the sowing area structure at the expense of irrigated land, the Program provides for the use of the following reserves: (a) improvement of crop yields through the use of the best varieties and highly reproductive seeds; (b) increase of yield due to advanced agricultural machinery; (c) intensification of agricultural production and efficiency of sowing areas; (d) use of vacant irrigated land from under new crops in the amount of 10 thousand hectares (sowing of corn, soybeans, sunflower, buckwheat, carrots, cabbage and other agricultural crops is envisaged); (e) cultivation of early-ripening varieties of agricultural crops; and (f) use in the processing industry of forest products, raw materials of subsidiary smallholding farms and other categories of crops.
In order to develop animal husbandry and regulate the market, it is necessary to develop a system of state support for the processing industry in the following areas: (a) to provide in the plans for the placement of crops those intended to ensure the feed base of animal husbandry in sufficient volume; and (b) to develop breeding farms that produce and trade pure bred young animals. The Government, taking into account the financial feasibility annually subsidizes breeding farms that trade purebred cattle. Artificial insemination of livestock, within the limits of funds allocated from the budget at a fixed price, will ensure the growth of livestock production.
