Program of economic transformation of agro-industrial Complex of the Republic of Tajikistan.

Program of economic transformation of agro-industrial Complex of the Republic of Tajikistan is a multisectoral document focused on creating the foundations market economy: (a) land reform; (b) formation of a multistructure economy and agricultural market infrastructure; and (c) development of free enterprise and active foreign economic activity. The Program is designed to gradually create the conditions for the functioning of an effective agribusiness economy and improving the social situation of the rural population. It will be implemented by developing a package of relevant legislative and regulatory acts.
The main objectives of the Program shall be as follows: (a) introduction of market mechanisms for the formation of food resources, based mainly on economic incentives to the producers of commodities; (b) development and introduction of better tax, credit, insurance and other regulators of the economy; (c) improvement of land relations and state control over land use; (d) creation of a variety of forms of ownership and economic management, ensuring legal and economic equality; (e) training, retraining and advanced training of personnel for the market economics; (f) social transformation of the village, creating economic conditions for improving living standards and employment of rural population.
The Program is implemented in two stages. The first provides for the implementation of organizational economic measures to overcome the decline in production and its stabilization, agribusiness reform, development and improvement of regulatory documents on the formation of market relations, and the creation of an information and marketing system, a clear mechanism for regulating investment, price and financial credit policy. The manageability of the economy is being restored. In the course of the second stage a transition from stabilization to growth is ensured. Production based on a new economic mechanism, application of efficient production technologies, storage and processing technologies shall be ensured and shall be created diversified market infrastructure.
