Program of Environmental monitoring of the Republic of Tajikistan for the period of 2013-2017.

This Program of Environmental monitoring of the Republic of Tajikistan for the period of 2013-2017 is a multisectoral policy document aimed at promotion of environmental monitoring in the country with a view of strengthening of the technical basis and renewal of laboratories and sites for the analysis of river waters, atmospheric air, soil and ionizing radiation inside the country and in border areas. Ensuring environmental security with reliable data, related to hydrometeorology, water sources and climate services are a basic condition for a sustainable social and economic development, which is closely linked to the public health.
The goal of this Program is the performance of environmental monitoring, including observations over the state of environment in the regions, located within sources of anthropogenic impact and influence of these sources on the environment, early warning and forecast of changes of environmental conditions under anthropogenic and environmental impact and ensuring accessibility of reliable information about the state of the environment and its change to the public authorities, natural persons and legal entities in order to prevent or reduce the adverse effects of change of the environment.
In order to prevent environmental pollution and strengthening state control environmental monitoring shall be performed through the following measures: (a) restoration of sampling points from border rivers; (b) restoration of pollution observation points of atmospheric air in border areas; (c) acquisition of mobile laboratories and points (set equipment) monitoring air pollution; (d) equipment of chemical laboratories with modern devices and instruments for analysis; (e) acquisition of equipment for analysis of groundwater, radiation and soil; (f) training and advanced training of specialists, meeting the requirements of the World Meteorological Organization; (g) automatic collection, analysis and transfer of environmental monitoring data through installation and use of telecommunication networks at national, regional and global levels; and (h) development of methods for the forecasting of permissible concentration of pollutants.
The Program shall perform the following tasks: (a) creating a database of observed objects; (b) assessment of indicators of condition and functioning of environmental natural complexes and human health indicators; (c) monitoring of impacting factors and the state of the environment; (d) permanent organization of environmental monitoring and conducting scientific research work; (e) the use of modern technology and best practices in the field of environmental monitoring; and (f) creation of an Automated Information Center for Environmental Monitoring.
