Program for reforming the agricultural sector for the period of 2012 – 2020.

This Program has national coverage and is applicable to agricultural sector. The scope of agricultural reform shall be to ensure food security, provision of the population with safe foodstuffs, reduction of food imports, granting more possibilities to farmers in increasing their income and profits. The utmost goal shall be to supply all groups of the population with quantity of foodstuffs complying with rational nutritional norms. Poverty reduction shall be reached also through increase of output of national food production and supply to the population thereof at accessible prices. Introduction in agriculture of low cost water saving and energy saving technologies will enable to family farms to increase production of agricultural commodities. Public financial support shall be granted to export-oriented agricultural enterprises. State institutions shall be responsible for organization of reliable information system related to forecast of natural disasters and climate changes. The general objective of the Program shall be implementation of agricultural sector reform with a view of poverty reduction and ensuring national food security on the basis of sustainable agriculture and sustainable management of natural resources. The Program shall contribute to gender equality in all sectors covered by the document. Associations of the producers of agricultural commodities representing interests of agricultural producers at the national and the local levels shall be granted public support. National irrigation agency “Mirob” shall cooperate with the national water users associations in the field of water consumption planning on annual basis. The main directions of the development of agricultural sector through reforming thereof shall be as follows: (a) setting up national agricultural insurance system; (b) introduction of the new type of agricultural financing; (c) setting up servicing cooperatives; (d) promotion of pedigree stockbreeding, creation of favorable epizootic situation with a view of ensuring food security; (e) improvement of growing grounds of crops destined for animal feedstuffs; (f) scientific research; (g) elaboration of the arrangements for marketing of agricultural commodities; and (h) improvement of agricultural staff qualification and training of staff. Ministry of Agriculture shall carry out coordination and monitoring of this Program.
