Abstract
This Regulation establishes that rate setting of discharge of pollutants to waterbodies shall be established by fixing maximum allowable limits of discharge of pollutants together with effluent waste water to waterbodies. Maximum allowable limits of the discharge of pollutants shall be the basis for planning of pollution control activities and shall be integral part of the authorization for special water uses. In cases where the water management system and water protection activities of operating enterprises do not meet the rules and regulations in the field of water use and protection of water (water abstraction above established limits, the absence or inefficient operation of sewage treatment or other water protection waterworks, poor technical condition of water management facilities, water pollution etc.), the aforesaid enterprises shall not be issued authorization for special water uses. In these cases, the environmental authorities draw up a statement indicating the reasons for the refusal to issue a permit for special water uses and give a mandatory prescription to eliminate these causes within certain periods. At the same time, environmental protection authorities set to the enterprise water abstraction limits and maximum allowable limits of discharge of pollutants. Annex 1 contains the form of Annex to the authorization for special water uses fixing maximum allowable limits for discharge of pollutants to waterbodies.
