Resolution No. 824 of the Forest Agency validating the Regulation on state forest monitoring.

This Regulation for conducting state monitoring of forests was developed on the basis of clause 2, Article 35 of the Forest Code of the Republic of Tajikistan and establishes the procedure for conducting state monitoring of forests. State monitoring of forests is a system of observation, assessment and forecast of the state and dynamics of the forest fund for the purpose of state management in the field of forest protection, forest reproduction, and forest fund use, conservation of biodiversity and ecological functions of forests. Comprehensive state monitoring of forests is performed in accordance with unified system throughout the territory of the Republic of Tajikistan by forest management enterprises. The object of monitoring shall be state forest fund. The subjects of state forest monitoring shall be: (a) authorized state body in the field of forestry; (b) local government bodies; and (c) forest users. Monitoring is conducted in state-owned forests, as well as in forests assigned to other legal entities and natural persons once every five years. Monitoring is performed by observation of the reproduction of forests with the use of ground or aviation equipment. Forest monitoring is carried out in the following main areas and should have the following data: (a) general state of forests, including forest ecosystems; (b) the state of forests under the influence of air pollution; (c) the state of forests under the influence of harmful insects and diseases; (d) the state of land area change occupied by forest plantations, indicating the names of forest species; (e) the condition of the established forest cultures on the lands of the state forest fund; (f) state of pasture lands within state forest fund; (g) the influence of anthropogenic impacts on the state of forests, forest crops, rangelands; (h) the impact of climate change on forest condition; (i) stocks of forest stands distributed by main forest-forming species; and (j) the state of rare and endangered species of flora and fauna in the state forest fund.
