Abstract
This Tajikistan Medium-Term Development Program for 2016-2020 is multi-sectoral nationwide policy document covering agricultural sector, food security and fuel and energy complex. The objectives of the Program shall be as follows: (a) ensuring stable access to energy resources; (b) overcoming the low level of food self-sufficiency; (c) integrating cross-border and national transport corridors and developing telecommunication networks; and (d) ensuring equal access to social services. Key priorities include: (a) deepening of agrarian reform; and (b) transition to adequate nutrition. Intersectoral priorities include: (a) ensuring realization of human rights; (b) reducing gender inequality; and (c) environmental protection and natural disasters risk management.
Key priorities of deepening reform include: (a) promotion of public private partnership in agricultural production; (b) regular monitoring and assessment of agrarian reform with the consideration of gender indicators; (c) improvement of policy related to peasant (dehkan) farms; (d) promotion of agricultural cooperatives; (e) creation and development of basin management of water resources, irrigation, drainage and land reclamation systems; (f) development of a mechanism for granting short-, medium- and long-term loans to agricultural producers; (g) promotion of credit cooperatives; (h) creation of a national agricultural insurance system; and (i) introduction of a new mechanism of agricultural financing.
Expected results of overcoming the low level of food self-sufficiency, food security and improvement of access to adequate food and nutrition: (a) increase of the level of food security and guaranteed access of the population to qualitative and adequate nutrition; (b) agricultural cooperative system shall cover 70 percent of agricultural producers, including processing and trade of agricultural commodities and foodstuffs; (c) intensifying the promotion of exclusive breastfeeding of infants; (d) iodization of manufactured and imported salt; (e) implementation of the "Concept of Nutrition for Schoolchildren" and the "Strategy for the Movement to Improve the Quality of Nutrition (SUN); and (f) implementation of the Nutrition and Physical Activity Strategy, including measures to prevent nutritional deficiencies and to monitor the quality and safety of food.
Key priorities of fuel and energy complex shall be as follows: (a) diversification of energy sources and use of renewable energy sources; and (b) reduction of energy losses.
Key priorities in the field of development of human potential shall be as follows: (a) encouragement of employers to create new jobs; (b) creating a competitive domestic labor market; (c) increasing the impact of vocational education; (d) increasing the share of formal employment in the economy; and (e) diversification of external labor migration.
Key priorities in the field of environmental risks management shall be as follows: (a) improvement of housing conditions complying with sanitary and ecological requirements; (b) improvement of environmental culture and responsibility; and (c) improvement of disaster risk management capacity.
