Abstract
The Road Map and Implementation Plan establishes the national framework for addressing antimicrobial resistance during the period 2026-2030 through a One Health approach involving the human health, animal health, food safety and environmental sectors. It sets out the national vision, objectives, governance arrangements and implementation mechanisms for prevention, surveillance, control and monitoring of antimicrobial resistance and antimicrobial use, and provides for coordination among the competent ministries, agencies and technical working groups responsible for implementation.
The document provides for the development and expansion of surveillance systems and laboratory capacity for antimicrobial resistance and antimicrobial use in human health, animal health, food production and the environment. Measures include the strengthening of diagnostic capacity, antimicrobial susceptibility testing, monitoring of antimicrobial consumption, collection and integration of data through national information systems, surveillance of antimicrobial residues in food products, and monitoring of resistant microorganisms, resistance genes and antimicrobial residues in wastewater, surface water and soil.
The Plan establishes measures for infection prevention and control in healthcare facilities and community settings, including the strengthening of water, sanitation and hygiene services, healthcare-associated infection surveillance and vaccination activities. It also provides for antimicrobial stewardship programs in hospitals, primary healthcare and veterinary practice, including the development of prescribing guidance, monitoring of antimicrobial use, implementation of stewardship structures, and measures relating to veterinary antimicrobial use, farm biosecurity and food safety controls.
The document provides for the review and strengthening of legislation and regulatory measures governing antimicrobial use, prescription requirements, sales controls, product quality assurance, procurement, traceability and enforcement mechanisms. It establishes activities relating to awareness, education, training, research, innovation, financing and monitoring and evaluation, including reporting systems, performance indicators, resource mobilization and institutional arrangements for assessing implementation and progress across the sectors covered by the Plan.
