Abstract
Tajikistan is a country prone to extreme events and dependent on natural resources, it is highly vulnerable to climate variability and its impacts. Taking into account that climate change will exacerbate existing problems and create additional risks to achieve national development priorities, the Republic of Tajikistan aims to overcome the economic and social impacts of climate change in a sustainable manner and initiate transformational changes in various sectors of the economy. Increasing the adaptive capacity of the community and various sectors of the economy by strengthening climate resilience throughout the country is one of the development priorities for the Republic of Tajikistan. In this regard, the Government of the Republic of Tajikistan needs close cooperation with international and national institutions to address development priorities.
The main goal of a country's Nationally Determined Contribution (NDC) is to support sustainable and efficient development, taking into account climate change, environmental and socio-economic issues. This document provides an update on the NDCs of Tajikistan in accordance with decisions 1/CMA.2 and 1/CP.21 and Article 4 of the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), confirming the country's interest in cooperation with the international community to keep global temperature increases below 2°C and closer to 1.5°C, as outlined in Article 2 of the Paris Agreement. The Tajikistan NDC update consists of mitigation components to be implemented with own resources and additional contributions requiring international support in the area of financial, technical and technological instruments, as well as capacity building to accelerate the implementation of mitigation measures throughout the country. Additional contributions will accelerate the implementation of climate change mitigation and adaptation actions in Tajikistan.
The unconditional NDC in reducing greenhouse gas emissions and impacts on the climate system without attracting significant new international funding is not to exceed 60-70% of emissions from 1990 levels by 2030. The conditional NDC in reducing greenhouse gas emissions and impacts on the climate system, subject to significant international funding and technology transfer, is not to exceed 50-60% of emissions from 1990 levels by 2030. The Republic of Tajikistan considers the update of its greenhouse gas inventory as a significant improvement of the updated NDC in order to provide greater transparency, clarity and understanding, including on mitigation targets.
