Abstract
This Decree-Law, consisting of three Chapters divided in 36 articles, establishes the Ministry for Commerce, Industry and Environment. This Ministry, abbreviated to MCIA, is the governmental department responsible for designing, executing, coordinating and assessing the policy defined and approved by the Council and Ministers for the areas of commercial and industrial economic activities, the cooperative sector and the environment. This Decree-Law establishes composition, duties and responsibilities of the above mentioned Ministry, entitled: to propose policies and draft the regulation projects required for its area of competence; to develop, implement and evaluate trade policies, industry and environment, as well as intervention in the public supply and statutory material prices; to contribute to the promotion of commercial and industrial activities in the areas of domestic and international competitiveness in cooperation with the representative structure of the business sector; to regulate activities of the service, to ensure quality indicators, health and professional conduct satisfactory; to propose measures for the development of international trade, under bilateral and multilateral agreements.
