Abstract
This Decree-Law, consisting of 17 articles divided into three Chapters, creates the National Development Agency (ADN), as a service that integrates the direct administration of the State, depending on the Prime Minister. It establishes composition, duties and responsibilities of ADN, whose mission is to design, coordinate, execute and evaluate the policy defined and approved by the Council of Ministers with regard to the evaluation, management, monitoring and inspection of development capital projects. ADN is guided, inter alia, by the following objectives: a) Promote national and community development and economic activity, particularly in districts, sub-districts and rural "Sucos"; b) Rationalize the available financial resources, through a careful evaluation of the projects based on the analysis of their cost-benefit; c) Control the costs and quality of development capital projects.
