Decree-Law No. 19/2024 on the classification and commercialization of strategic minerals.

This Decree-Law classifies certain minerals as strategic minerals and establishes the rules applicable to the State's participation in the exercise of the respective mining rights and their commercialization. Definitions contained in article 2 of the Mining Code, approved by Law No. 12/2021 of 30 June, are applicable. The minerals identified in the Annex are classified as strategic and are subject to the legal regime established in the Mining Code for strategic minerals and other applicable legislation. The commercialization of strategic minerals must take into account the specificities of their classification and evaluation, as well as reasons of scarcity, rarity, price and the particular characteristics of the international market, seeking to valorize these resources in the interests of the national economy.
