Abstract
This Decree-Law, consisting of 42 articles divided into three Chapters and one Annex, creates the Electricity Public Company named "Eletricidade de Timor-Leste" (EDTL, EP) and approves its Statutes. It establishes composition, duties and responsibilities of the above mentioned Public Company entitled to propose, monitor and ensure the execution of the national energy sector policy, ensuring sustainable and integrated management of the production, transmission, distribution and sale of electricity, namely through the establishment and provision of public electrical energy supply services. EDTL, E.P., also carries out the following duties: a) Support the Government in the definition of the energy resources policy; b) Propose to the Government the approval of the National Electrification Plan; c) Propose the creation and maintain the registration of spaces-channels, easement zones and non-edificandi bands of the National Electricity System; d) Promote the efficient use of electric energy; e) Ensure the public service supply of electricity for consumption, through the operation and management of the National Electricity System throughout the national territory; f) Promote a continuous quality improvement of electricity supply, through plans and programmes; g) Implement an integrated system between the various electricity supply infrastructures; etc. The Decree-Law is divided as follows: General provisions (Chap. I); Special provisions (Chap. II); Final provisions (Chap. III). The Annex lays down the Statute of the Company.
