Abstract
This Decree-Law defines, within the scope of the Maritime Authority System (SAM) the structure, organization, operation and powers of the National Maritime Authority (AMN). The AMN is the body entitled to coordinate operations at sea, nationwide, to be carried out within the framework of the SAM. The AMN is responsible for: a) Representing the State in the exercise of sovereignty at sea; b) Coordinate operations at sea and on board ships and vessels; c) Manage the bodies under its jurisdiction, in the exercise of its powers; d) Submit the DAM's annual and multi-annual activity plan for approval by the member of the Government responsible for the Defense area, as well as the resulting budget proposal and activity report; e) Coordinate the exercise of the specific powers of each of the bodies or services involved in the exercise of State authority at sea; f) Represent SAM bodies before sovereign bodies; g) Propose to sovereign bodies the approval of rules of engagement for the use of force or the threat of the use of force, monitor marine pollution, etc.
