Abstract
This Decree-Law establishes the creation of the National Development Bank of Timor‑Leste (BNDTL) as a public financial institution designed to support the country’s long‑term economic transformation. Its main objective is to provide a modern, transparent, and efficient institutional mechanism for development financing, capable of addressing structural gaps in access to credit and reducing the economy’s dependence on petroleum revenues. The Decree‑Law seeks to promote economic diversification, job creation, and private sector development, aligning national priorities with international commitments such as the Sustainable Development Goals, while fostering integrity, good governance, and sustainable growth. To achieve these objectives, the Decree‑Law defines the mandate, functions, and operational framework of the BNDTL, positioning it as a key instrument to finance productive investments and strategic sectors, including agriculture, infrastructure, tourism, industry, and social services. The bank is tasked with facilitating long‑term financing, supporting innovation and entrepreneurship, and managing strategic funds, while complementing the existing financial system and ensuring financial sustainability. Overall, the Decree‑Law aims to strengthen institutional capacity, expand access to finance, and stimulate inclusive and sustainable economic development across the national territory.
