Decree-Law No. 32/2025 establishing the National Development Bank of Timor-Leste, S.A.

This Decree-Law establishes the creation of the National Development Bank of Timor‑Leste (BNDTL) as a public financial institution designed to support the country’s long‑term economic transformation. Its main objective is to provide a modern, transparent, and efficient institutional mechanism for development financing, capable of addressing structural gaps in access to credit and reducing the economy’s dependence on petroleum revenues. The Decree‑Law seeks to promote economic diversification, job creation, and private sector development, aligning national priorities with international commitments such as the Sustainable Development Goals, while fostering integrity, good governance, and sustainable growth.
