Abstract
This Decree-Law establishes administrative policy measures for the Districts in matters of hygiene and public order, establishing relations between the Public Administration and citizens. It is applicable to the urban areas of the Districts, except for provisions whose scope of application is expressly limited to certain areas or locations in a given District. In particular, it specifies that: land owners, tenants or anyone in possession of land adjacent to public roads are prohibited from carrying out a number of activities, including: a) Throwing polluted water into ditches; b) Leave waste close to traffic routes; c) Obstruct sewers, gutters or ditches; d) Drive towards roads, pipes or drainage ditches; e) Have or deposit on public roads or sidewalks, containers, crates or other objects that could constitute a danger or obstruct passage; f) Occupy any part of adjacent public roads or any land with scaffolding, material deposits, temporary constructions, etc.; g) Burying the deceased or dead animals in places outside those determined by the Administration; h) Make noises that may harm communication or disturb public quiet.
