Abstract
This Decree-Law creates the National Environmental Licensing Authority, I.P. (ANLA). ANLA is a public legal person, integrated in the indirect administration of the State, in the form of a public institute, endowed with technical, administrative and financial autonomy and its own assets. ANLA is governed by the present Decree-Law, by its statutes and by other legislation applicable to public legal entities and to public institutions. ANLA acts in strict accordance with the relevant legal system, namely in environmental matters. ANLA corresponds, for all purposes, to the Environmental Authority provided for in the legislation governing environmental licensing. ANLA's mission is to ensure the implementation of legislation on environmental licensing, being responsible for evaluating projects, classifying and issuing environmental licenses and monitoring the activities of public and private entities in general, proponents and holders of environmental licenses, without prejudice to within the competences of the Ministry of Petroleum and Minerals.
