Abstract
This Decree, consisting of 28 articles divided into five Chapters, creates and approves the statute of the Institution for Children's Rights Protection IP (INDDICA), as a public board integrated in the indirect administration of the State. INDDICA is headquartered in Dili and can create and establish decentralized services within the municipal administrative districts and in the Special Administrative Region of Oe-Cusse Ambeno. INDDICA's mission is to contribute to the promotion, protection, safeguard and monitoring of children's rights. In particular, the Institution carry out the following functions: a) Monitor situations of threat, violation of the rights, freedoms and security of the child and report to the competent authorities, in order to take action; b) Encourage the articulation of efforts by public and private entities for the children's rights protection; c) Contribute to the strengthening of public policies and government actions in favor of children's rights; d) Promote the preparation of a General State Budget sensitive to the promotion of the rights of the child; e) Promote a culture of full respect for the rights of the child, etc.
Entry into force notes
This Decree-Law enters into force on the day of its publication.

This Decree-Law repeals Ministerial Order No. 10/2014 of 14 May on the Statute of the National Commission for the Rights of the Child.This Decree-Law was rectified by Declaration No. 3/2021 of 23 February 2021.
