Abstract
This Decree-Law establishes the principles and rules that govern Sucos' community development planning. Community development planning is a participatory mechanism for promoting community development, through the involvement of its members in identifying challenges, establishing goals and defining specific strategies and actions, with the aim of improving socio-economic conditions and environmental aspects. Acts carried out within the scope of community development planning comply with the law and the administrative bodies involved in it must act within the limits of their respective competences and with a view to carrying out the responsibilities of the Sucos. Community development plans comply with the Strategic Development plans that affect the territory in which the community is established, namely the Municipal Development Plan in force.
Community development planning must ensure that the needs of the various groups that make up the community are considered and addressed fairly. This plan affirms the community's development vision, understood as the representation of the result that it aspires to achieve. The plan includes a diagnosis that identifies the challenges or obstacles that arise in the development of the community, the resources that it can mobilize to promote its development and the main areas of intervention,, with a view to improving its economic, social and environmental conditions. The community development plan must consider and reflect the specific needs of the most vulnerable social groups, namely women, the elderly, children and people with disabilities, and include the approach to be adopted with a view to involving them in its implementation.
