Abstract
This Decree-Law approves the structure of the Ministry of Planning (MPO), as a government department responsible for designing, coordinating and evaluating the policy for the promotion of the socio-economic development of the Country, through strategic planning and integrated and rationalization of financial resources, for the implementation of the Strategic Development Plan, especially with regard to Infrastructure and Urban Planning, Oil and Minerals and Territorial Use Planning. In particular, MPO is responsible for: coordinate the execution of strategic infrastructures; supervise the quality of work for the execution of physical projects; develop studies, opinions, technical and sectoral analyses in order to assess the impact and economic viability of development projects; study, plan and propose sectoral development policies, as well as national territorial planning policy; promote the adoption of technical standards and regulations regarding the materials used in civil construction, and develop laboratory tests to guarantee the safety of buildings; propose and develop the national policy for natural and mineral resources; develop the legal and regulatory framework for activities related to renewable energy resources; support studies on the capacity of renewable energy resources and alternative energies; etc.
