Abstract
This Decree-Law creates the Ministry of Health. It establishes composition and duties of the abovementioned institution, entitled to perform the following activities: a) Propose related policies and prepare regulatory projects; b) Guarantee access to healthcare for all citizens; c) Coordinate activities related to epidemiological control; d) Provide technical support for healthcare in municipalities and regions, either directly or through the local administrations; e) Carry out sanitary control of products that influence human health; f) Promote training of health staff; g) Contribute to the success of humanitarian assistance, promotion of peace, security and socioeconomic development; h) Promote and strengthen the national blood bank; i) Implement the medicine policy, regulating pharmaceutical activity and supervision; j) Promote academic training, qualification and professional specialization of health staff; k) Promote ethics of health staff; l) Develop and promote the complementary use of traditional medicine.

Entry into force notes
This Decree-Law enters into force on the day after its publication.
