Decree-Law No. 5/2014 establishing the structure of the Ministry of Agriculture and Fisheries (MAP).

This Decree-Law, consisting of 8 Chapters and one Annex, establishes the structure of the Ministry of Agriculture and Fisheries (MAP). It regulates structure and attributions of the above mentioned Ministry (MAP), as a central government body, aiming at designing, implementing, coordinating and evaluating the policy, defined and approved by the Council of Ministers for the agricultural sector. In particular it deals with agricultural research and technical assistance to farmers, irrigation system, forest management, livestock and fisheries resources. MAP objectives are: to propose policy and draft regulations necessary to its related areas of competence; to manage agricultural, forest resources and hydrographical basins; to manage National Parks and Protected Areas; to ensure the implementation and continuity of rural development programmes in coordination with the Ministry of Commerce, Industry and Environment; to control the use of land for farming purposes; to promote and oversee animal health; to promote the farming and fishing industry; to oversee food production; to manage the services of quarantine; to promote rural development in coordination with relevant ministries, by encouraging a system of cooperative production and marketing of agricultural production; to carry out feasibility studies for the installation, rehabilitation and improvement of irrigation systems; to manage water resource for agricultural purposes; to control and monitor fisheries and aquaculture sectors; to manage technical and agricultural education, integrated into the national teaching system and creating centers of technical support to farmers; to promote agricultural research; to establish mechanisms for collaboration and coordination with other government agencies to oversight over related areas.
