Abstract
This Decree-Law establishes the sectoral licensing system for industrial activities and the conditions for carrying them out, as well as the register of industrial companies and the penalty system for the respective offences. This Decree-Law applies to the industrial activities set out in the Annex to this Decree-Law, which forms an integral part of it. Excluded from the scope of this decree-law are activities relating to the oil, gas and mineral extraction industries, which are regulated under the terms and within the limits set by the respective legislation. and within the limits laid down by the respective specific legal specific legal regimes, without prejudice to all industrial companies being subject to industrial companies to be registered in the industrial register. Industrial activities are classified according to their nature and levels of risk to health, safety, health or the environment, as follows: a) Low risk industrial activity; b) Medium-risk industrial activity; c) High-risk industrial activity.

This Decree-Law enters into force on the day after its publication and takes effect after 90 days.
