Abstract
This Decree-Law establishes structure of the Ministry of Social Solidarity and Inclusion (MSSI). The MSSI is the government department responsible for: designing, implementing, coordinating and evaluating the policy, defined and approved by the Council of Ministers, for the areas of social security, social assistance and community reintegration. MSSI's responsibilities are: a) Design and implement social security systems for workers and all the population; b) Develop social assistance programmes; c) Promote humanitarian aid to the most disadvantaged; d) Propose and develop policies and strategies for disaster risk management with social impact; e) Develop and implement social assistance programmes in disaster risk management, namely in emergency response and post-disaster recovery; f) Provide follow-up, protection and community reintegration of vulnerable groups; g) Establish collaboration and coordination mechanisms with other Government bodies responsible for related areas. The National Directorate for Community Inclusion and Reinsertion (DNIRC), is the DGSSI service responsible for: Developing measures and programmes that implement policies to protect women at risk, victims of domestic violence or gender-based violence, in conjunction with the government department; Elaborate, propose and implement the human resources development policy, with special focus on the promotion and professional training of women, etc.
