Government Decree No. 2/2025 establishing fees due for environmental licensing procedure.

This Government Decree contains the provisions applicable to the setting of the rates provided for in § 1 of article 4-A of Decree-Law No. 5/2011 of 9 February, amended by Decree-Law No. 39/2022 of 8 June, and sets the respective amount to be paid. The active subject of the legal-tax relationship is the National Environmental Licensing Authority (ANLA, I.P.) and the passive subject is the natural or legal person that requests an environmental license, considered a “proponent” under the terms and for the purposes of the provisions of paragraph v) of article 1 of Decree-Law No. 5/2011, amended by Decree-Law No. 39/2022, considering public entities to be excluded.
