Government Resolution No. 15/2022 on the elaboration of the Urbanization Plan for the City of Dili.

This Government Resolution establishes the Urbanization Plan for the City of Dili, elaborated by the Ministry of Planning, as a land use plan, in accordance with article 18 of Decree-Law No. 35/2021 of 29 December, regarding territorial planning instruments. The urbanization plan applies to the territory of the city of Dili, including, areas of the Municipality of Dili, part of the Administrative Post of Bazartete, in particular the Sucos of Tibar and Ulmera, as well as the respective maritime zone and airspace, where applicable. The objectives of the Dili City Urbanization Plan are: a) The establishment of the development strategy for the City of Dili and the organizational model of its territory; b) The establishment of the land use, occupation and transformation regime, namely through the classification and category of spaces; c) The determination of the distribution of functions; d) The definition of the location, infrastructure networks and collective equipment; e) The identification of special public interventions in specific areas; f) Identification of the execution methods of the plan and the programming of associated public and private investments.
